Sounds like the main idea behind the plan to make up lost private prison revenue now that they're moving closer to completely loosing money from Marijuana convictions. If you really want to help trafficking victims try more social services, addiction recovery programs and more safe houses. More arrests and longer sentences won't stop the world's oldest profession. We should've learned this from the "War On Drugs" and from attempts at alcohol prohibition.
