What I got from this video is: car without proper licence plates. Police wants to stop it. Driver does not stop, but continues to drive. When he finally stopped, he refuses to comply with the orders of police. What do you expect from the officers to do in such a situation? To say: "Oh well, you don't want to stop. Just do what you want."?

no German policeman would come up with the idea of pulling the gun or using pepper spray in such a triviality. Will be due to the fact that German police officers have to complete a 3 year training course before they are let loose on citizens. I've also never heard that a German police officer threatens another person i will kill you. American cops seem to be taught first that the one who pulls faster, the one who lives longer.
