9. They should study up on the Canadian system! Gun ownership is actually high in Canada but mass shootings are much lower. For example, we have real background checks. You need to get an official, police-issued background check that takes days or weeks before being able to purchase a weapon. Also, certain assault weapons are banned. Yet, it's not unheard of for a 10-year-old kid in a rural area to be familiar with guns and shooting them.

23. Congress doesn't have the authority to repeal or modify constitutional amendments. It can propose amendments to the states for ratification. For example, it could propose repealing the Second Amendment. Three-fourths of the states would then have to ratify said proposed amendment. This process is described in Article V of the Constitution. If it were to choose taking the legal path, it would spare the courts from having to rule over and over again on the scope of the Second Amendment.

30. Gun restrictions will do nothing to stop these mass killings. This is a cultural thing. I was surprised to discover the first attack on a school was in 1764. Look it up. 10 kids killed and 1 teacher. School attacks throughout the 19th and 20th centuries. The worst was in the 1920s I believe.

    I'm not saying any of this is right. But it's a dark side to our society. One that's been with us a long long time.
