4. The federal government doesn't want to decriminalize weed because it's too convenient. You want to take someone's guns? Arrest them on a cannabis charge. You want to get a warrant? Issue one on grounds of suspected cannabis possession. You want to check if someone on the street is an illegal immigrant? Use the excuse of the smell of weed, same for a traffic stop.
