So the a$$hole neighbor heard a curdling scream and the victim saying, "no, no, no it hurts," but never calls 911. Get involved people. You might be saving a life. Better safe than sorry. If you fail at that one simple mission, make sure not to go on camera and show everyone what an idiot you are.
