They get representation without taxation because they have 435 Congress people and 100 senators. Puerto Rico votes no on statehood for the same reason the get more in services than they could generate in local taxes.

18. D.C. was created specifically as a neutral site for the federal government which was not a part of any state. It should be given back to MD before it becomes an independent state.
