It will come under TouchWiz UI. You can get it earlier when CM or someone makes a ROM for it.

smart, I love all kinds of launchers…depends on my mood for the day!
For stock phones or rooted? Well for Stock it could mouths. you would need to wait for Samsung to release it then for you specific carrier to release it with an OTA update. for root it should not be to long. For example Verizon just released a update from 4.2.2 to 4.3 where as i have been running 4.3 on my Verizon galaxy s4 since September.
