The Black Lives Matter movement will be all over this stating he was treated badly and had every right to take off because they had no right to approach the car in traffic.
I was given a medication once ( zopiclone) and the side effects listed a warning that people had been known to drive without awareness of doing it. Lol. I installed a latch on my front door and started the practice of putting my car keys in a drawer for the weeks I was on it. The idea alone freaked me out.
This is why you always place a car in front and in the rear when the subject is passed out. They're often drunk high or otherwise disoriented and the car is more than likely in gear and you can prevent a drive off by just placing vehicles in the right spots.

If I woke up to flash light in my face it would take me a solid second to realize my life isn't in danger and I might speed off.
The officer parked in the intersection, why not park in front of the vehicle they're investigating in case the vehicle was still in drive? The other officer parked behind him but further away. They could have easily blocked the driver in from going anywhere and potentially hurting anyone including themselves and the driver.
I have seen this before but why don't they park closer to the car so he can not drive away?

Once you know that the vehicle is in gear, why would you not block it before knocking on the window? I have seen other stops where they pull a vehicle in front bumper to bumper and prevent the driver from doing what this guy did.

It’s amazing that the dog knows, wasn’t barking at all until he saw his partner running back to the patrol car. Then he knew it was time to go to work
