i think these cops made judgements about everyone involved based solely upon their appearance and clothing. somehow he couldn't get it through his thick skull that these were property owners. owners with rights that should be protected by the police. And claiming the road was public property when he had no idea whether it was or wasn't clearly showed how little he wanted to do to help this person. it's really no different than say somebody snagging a free breakfast buffet at a hotel where they're not staying. Cops would respond to that call and remove the person.

The pond may be private property, but the road is likely city property and he's showing that he's lying through his teeth when he can't produce the name of a specific owner. He doesn't understand how his city works, apparently.
