14. Call me crazy but I think you should be able to at least speak fluent English in order to have a license to carry a gun. To me it boils down to miscommunication. In tense situations where guns are drawn, every detail counts and not understanding one another could end in shots fired. While one is saying “get your hands in the air”, the other is trying to process what he said and those couple seconds could be fatal.
