I’ve got a feeling the momma goose was not in the pond sadly. If she was that cop would’ve been in danger. They are not nice. Hopefully the other geese adopted them though and let them follow the group

That chirping sound was a killdeer, not a goose. And they weren't going in the water because the mom wasn't there calling them. It would be VERY obvious if one of those geese was their mother because they would have been very defensive. They basically just dumped those goslings out there with no protection and no chance of survival if the mom can't find them again. People have good intentions, but if you don't know what to do with an animal, always seek the advice of a licensed wildlife rehabilitator before doing anything on your own. And call animal control or a rehabber before you call the police, because oftentimes the police don't know what to do any more than you do in cases like this.
Had a similar event with baby ducks at a car lot I worked at. Got the ducklings out of the storm drain they fell into by taking a long stick and balling up duct tape on the end and sticking it to each one under the grate and pulling them up. Put them in a box so mama could hear and she followed the sound back down near the river and we let them out.
