I'm not that smart with stuff but couldn't you just open your garage door and paint in the garage near the end so the wind and deb-re don't effect the painting?

Feather the edges on that big paint chip on the bumper, mask about a foot from the chip, spray primer feathered out, sand, spray color from a can and feather out, spray clear, wet sand, polish. There's no way to do a decent repair without priming and painting.

You need to feather out the edges of the chip to prevent the paint from lifting anymore. Then bondo over it and sand it all smooth and even. Spray Bondo brand filler primer over the bondo and surrounding area Then wetsand the filler primer and the surrounding clearcoat with 800 so the paint sticks to the old clear (you will polish out the sanding marks on the old clearcoat later). Then spray the new paint on, clear coat over it and polish everything to blend it all together. (I paint cars)
