10. you can make a go kart street legal (install seat belts, lights, horn, etc) but the cart can't past 25mph, if its more then 25mph you will need winshield wipers,etc.

11. could you post a schematic or part list or some guide for how you built the drivetrain?

12. the main reason why you're not able to go as fast as you want to go is because of the gear reduction. if you were able to have the chain go from the engine directly to the axle, you would be able to go faster and you would be able to get speed quicker than you're getting speed at this time. not trying to be mean or anything just trying to give you some hints and tricks that you could possibly use later on in the future for this build.
